Mr. C. D'Almada e Castro tells me that he wishes to apply for some appointment at Wei-hai-wei. I do not know what the nature of his duties will be, but I can state that since I have known him at the Supreme Court of this Colony, I have always found him most willing and obliging. He takes an interest in his work and has often been of great assistance to me. I think my knowledge of him dates back to 1895 and after that experience I can recommend him with safety.
